In our knowledge-oriented societies, the production and transmission of knowledge are today an issue in international competition. The quality and visibility of research have now become a priority target for higher education systems which must also meet the growing influx of young or adult students who consider their training capital as the best possible safeguard against economic uncertainties. Higher education institutions are thus led to make choices that are both firmer and better articulated between research and training activities.
The ongoing transformations – higher demands concerning universities, differentiation between institutions, modification of the way these institutions are financed (combination of private and public funding) – impinge on and modify the role of States and seem to be calling for a new regulating mode of university management systems.
